These will still change before the regular season. Some things in here don't apply for qualifiers.
1. Information
1.1. The WarCraft League is an international Warcraft 3 League.
1.2. WCL's home channel is Channel WCL on Azeroth server.
1.3. WCL's home channel is WCL Tournament Room on Garena (GGC) (Default meeting channel).
1.4. WCL's email is hello@wcleague.com
1.5. WCL's default timezone is EST.
2. Definitions
2.1. Clan War: Also referred to as a Match. Two teams play each other in solo matches eliminating other teams players until no one is left.
2.2. Penalty Point: Points given to teams when the rules are broken. These points accumulate over an entire season and can result in a loss of points on the standings.
2.3. Qualifiers: The start of a season in which teams apply to the WCL and based on their application are chosen to participate.
2.4. Regular Season: Seven weeks of round-robin style play in which points are awarded based on matches won.
2.5. Playoffs: One of the final stages of a Regular Season. The top four teams at the end of the season play a mini-tournament to determine the champions of each season in the WCL.
2.6. Team Owner: The sole person who will make all of the final decisions for a team. The control the majority of the transactions that take place on a team.
2.7. Team Manager: The person(s) that schedule Clan Wars for their team.
2.8. Head Admin: The person(s) that make the final decisions for the WCL. They oversee everything that goes on in the league and make sure everything is up to par.
2.9. Match Admin: The person(s) that attend all of the Clan Wars in the WCL. They also resolve any disputes during a Clan War.
2.10. Writing Admin: The person(s) responsible for WCL articles, interviews, and news posts.
2.11. Graphics Admin: The person(s) that do all things creative for the WCL such as news, battle reports banners and website promotions.
2.12. Marketing Admin: The person(s) that handle the WCL sponsorships. They are in charge of maintaining good relations with companies as well as seeking new sponsors and new partners.
2.13. Trial Admin: The people who are "trying out" to become a WCL Admin. They have a specific job in mind that they would like to do for the league, and after a week long trial period are either kept or removed.
3. Competing System
3.1. A clanwar consists of a series of best of one (Bo1) matches.
3.2. The player winning a match advances, while the player losing a match is eliminated and cannot play again in the running clanwar.
3.3. The team of the player who lost his match decides which player from their lineup plays next.
3.4. The maps must be picked from the leagues mappool(see below)
3.4.1. A map cannot be played twice in the same clan war.
3.4.2. The first map set by the league administration is considered to be "neutral", which means that both teams can pick it again.
3.5. Before every match, except the first one, a player from both teams can veto a map from the remaining map pool. The team of the player who won the previous match gets to veto the map first.
3.6. The clanwar ends when four (4) players of one clan are eliminated.
3.7. Every team gets the possibility of using a joker once a season. This means a team is able to revive a player in a running clanwar by eliminating another player that is still in the lineup.
3.8. Each team also has 3 subcards that they can use in a season. This means that they can sub in a player from their roster for someone who has not yet been eliminated in a running clanwar.
4. Map Pool

5. Match Procedure
5.1. The teams have to schedule their match for the upcoming clanwar and submit it to WCL 24 hours before the actual match begins.
5.2. To submit your scheduled time you have to email us at hello@wcleague.com the scheduled time in EST time.
5.3. Lineups and statement of at least 30 words have to be published 30 minutes before the match using administration tool which can be accessed only by team owner/managers from their own team profile page.
5.4. Each clan has to make sure that their first player of the according war is available 5 minutes before the clanwar starts.
5.5. If a player does not show up within ten (10) minutes after the end of the last match his clan will receive a default loss for his match.
5.6. If a team wants to replace one of their players after the line-ups have been published (for example because of illness) the opposing team has to agree. If they don't agree the team of the missing player will receive a default loss for the according match.
5.7. If one of the players disconnects within the first two (2) minutes of the match, it will be restarted with the same settings as the interrupted match.
5.8 If one of the players disconnects later than two (2) minutes after the match has started, it will be counted as a default loss for the disconnecting player unless the player who did not disconnect is willing to offer a rematch.
5.9 A player must play his race listed in his gaming profile.
6. Team Management/Roster
6.1. For the Regular Season, players added to the roster have to wait 4 days until they are eligible for a clan war.
6.2. All Team's must fill out their Team Profile entirely. That means teams must have a Logo, a Clan Description and a website in their Team Profile.
6.3. All Team Managers must be registered on the WCL website with their contact information in their profile (E-Mail, AIM or MSN, Country, Race, Bnet and GGC I.D).
6.4. All players must be registered on the WCL website with their contact information in their profile (E-Mail, Race, Country, Bnet and GGC I.D).
6.5. Team Owners and Team Managers have the power to add/remove players.
6.6. Only the Team Owner can add/remove Team Managers.
6.7. To add/delete player(s) to/from roster, team owner or manager has to go into their respective team profiles and use "Manage Roster" option to add/delete player(s) from their roster (only visible on mondays).
6.8. Players can only be on one team roster.
6.9. If a player is found to be "double tagging" they will be banned from the WCL for two seasons.
7. Hosting/Lag
7.1. Hosting
7.1.1. The host must be agreed on by both players.
7.1.1.1. Teams are required to use Garena (GGC) for all WCL matches.
7.1.1.1.1. If WCL Partner staff is (GGTV, Waaagtv, etc.) present, no matches can be started without their presence. Starting a match before a WCL Partner joins the game will equal 1.00pp to both teams.
7.1.1.1.1.2. If a WCL Partner staff is not present in the game they must be messaged and asked if they are going to join. If they say no or do not respond within fifteen (15) seconds, the game may begin.
7.1.1.1.2. Player(s) that refuse or cannot use GG-Client will allow opposing player(s) to select host for first match.
7.1.1.1.3. The two (2) minute rule in 7.1.4 still applies.
7.1.2. If a host can't be agreed on, the Admin present will pick or host the game.
7.1.3. If the game has lag, it can be saved and re-hosted if agreed by both players. Leaving a game without the other player(s) consent constitutes a forfeit.
7.1.4. If the host has lag, you must leave immediately after game has started. Leaving a game after the two (2) minute mark constitutes as a forfeit, unless agreed by both players.
7.1.4.1. If a player scouts or there are interactions between the two players then 7.1.4. rule doesn't apply anymore.
7.1.5. You are not allowed to start a game without a Match Admin unless given permission or if no Admin is present.
7.1.5.1. If a Match Admin appears to be "afk," you must message him before starting the game. If there is no response within thirty (30) seconds, you may start the game.
7.1.6. The game must be hosted under these parameters:
7.1.6.1. Game must be set on fast.
7.1.6.2. Observers must be set to “Full observers.”
7.1.6.3. Team lock must be on
7.1.6.4. Random Heroes must be off.
7.1.6.5. Random Races must be off.
7.1.6.6. Fog of War must be on.
7.1.6.7. “Full” unit sharing must be off.
7.1.7. Races must be determined before game is started. If player changes race during the countdown, the other player may leave the game immediately once it has started, or the rule 7.1.4 no longer applies.
7.2. Disconnection
7.2.1. If a player disconnects before the two (2) minute mark has been reached a regame will be called.
7.2.2. If a player scouts or there are interactions between the two players the 7.2.1. rule doesn't apply anymore.
7.2.3. If a player disconnects after the two (2) minute mark, the present Admin will decide if it's a re-game or a win, unless both players agree to re-game.
7.2.3.1. If the player who disconnected had a big advantage (based on Admin review) a regame will be called.
7.2.3.2. If the player who disconnected was losing by a big margin, they will be given a loss.
7.2.3.3. If a player disconnects after the two (2) minute mark, and admin is not present, the player who did not disconnect can take a default win.
8. Replays
8.1. Both teams are responsible to save all replays and not just the games that their player won. This is because at the end the team that won is responsible for uploading all of the replays.
8.2. Replays have to be uploaded on WCL website by the Team Manager as soon as possible.
8.3. Uploading Replays
8.3.1. Go to the homepage and click the "Replays" button at the top of the page. Then hit "Upload."
8.3.2. In the "Replay Name" field, one should write the game number. (example: G1 or Game1)
8.3.3. In the "Description" field, one should write who is playing who [with full player names and tags]. (example: WCL|Neri vs WCL|CreeDo)
8.3.4. Locate the file on your hard drive.
8.3.5. Leave the gateway as it is.
8.3.6. Enter the password and hit "Add Replay."
8.3.6.1. The password is : wcl
8.4. Failure to upload a replay 24 hours after the Clan War was finished will result in 0.25 penalty points against the team committing the infraction.
8.4.1. A Clan War is considered finished when all matches have been played.
9. Penalty
9.1. Three (3) penalty points will result in the loss of one (1) point from the team’s standings.
9.2. If a team drops out of the WCL after Week 1, that team will be banned from applying for two (2) seasons.
9.3. Penalty points may be assigned for (but not limited to):
9.3.1. Poor player conduct (including “bad manner” behavior).
9.3.2. Any activity judged to impede the progress of the Clan War.
9.3.3. Team Leaders not sufficiently performing their duties.
9.3.4. Any other misconduct as judged by an Admin.
9.3.5. Multiple penalty points may be assigned for one activity.
9.3.6. Severe Misconduct
9.4. Some activities are beyond the scope of the Penalty Point system. They include (but are not limited to):
9.4.1. Use of third-party programs (“map-hacking”).
9.4.2. Roster abuse (“double-tagging or fake-nicking”)
9.4.3. Misleading the Admins.
9.4.4. Other misconducts as judged by the Admin staff.
9.4.5. These misconducts may result in the ban of a player or even a team from the league for a season or forever.
9.5. At the end of Regular Season, teams with subcards or jokercards left can trade them in to remove penalty points. The ratio is 1 subcard subtracts 0.50 penalty points.
10. Miscellaneous
10.1. Teams are supposed to follow all of the rules.
10.2. Just because something isn't listed here doesn't mean you can abuse it.
10.3. Rules may be bent depending on the situation and it's circumstances.
10.4. In the case that GGC is down, both teams should meet in US East Azeroth Server in channel WCL. If both teams are from US West/Europe then meeting in channel WCL @ Northrend is fine.
